Argentina and Brazil have decided to recognize an independent Palestinian state within the borders defined in 1967
What will Brazil and Argentina be recognising? A state by definition† must have a defined territory on which it exercises internal and external sovereignty, a permanent population, a government, independence from other states and powers, and the capacity to enter into relations with other sovereign states.
In short it will be as much independent as Lithuania, Latvia and Estonia from 1945 to 1991.

The state as a person of international law should possess the following qualifications: (a) a permanent population; (b) a defined territory; (c) government; and (d) capacity to enter into relations with the other states.
